Did I get fired or laid off?

It sound more like you were fired since they said you didn't meet expectations. The HR woman probably just said that because she wasn't sure of the unemployment requirements. Or maybe you don't live in the certain states that give you unemployment benefits if you haven't done something wrong. Hopefully I helped and the best of luck on finding another occupation.
