Traveling pipe-fitter husband, money is tight, he misses family, kids miss him...take layoff or stay working?

Honestly I know that it's hard, but you will be much better off if he is still working. My husband is out of a job and has been for almost 2 years now (it dosn't help that our small town has no jobs). And all the bills and expensise are on me to pay for myself, and I only work part time. I would suggest having him apply for jobs that are in your town or closer to your town. Don't let him quit his job until he has found one that is closer to home. I know it's hard being mommy and daddy but it will be much worse if your boys have mommy and daddy, and no food on the table.
